Assuming it's the ln command that's wrong, I suggest approving it with an Edit review.
(I could edit the post from the revision history, but I can't redo my review. Even under these circumstances I think the editor should get credit and +2 rep for the edit if it's turned a post that doesn't actually work when followed as written into one that does actually work and does the thing the post author intended. If it doesn't, then there's also no need to edit from the revision history since the edit could then just be rejected.)

The second link in the answer is dead, the first part about naming is at least confusing, and I'm sceptical that this method is still valid. But the syntax of the command at least is fixed by the edit
But, the edit destroys the whole reason for this answer to exist I think

This part of the closed question post notice can be customised for each of the custom reasons. Perhaps, we can try something there. However, doing that has the potential of resetting the stats collected thus far.

Custom reasons as in where people type in their feelings in the text box?
Letting everyone know why a question was closed is the best option because it can be used as a learning point for other users too.
But now we have a very confusing and anything but transparent system when it comes to closing questions.
Totally unhelpful and just waiting for SE for undo this poor change.

I've commented on metasmoke (replying to reports here does not do that, but replying to them in Charcoal HQ does). It might be useful to give further information. The posts are very similar, even down to the username, but it's not immediately obvious that they are spam. If, for instance, any other posts have spammed this domain, that would be good to know.
 
@EliahKagan yes, but non-custom reasons show the details to high-rep users and question owners, I think? But custom reasons don't show the detail to anyone

The help pages talk about rants in disguise. But people don't seem to actually find posts that are rants in disguise, and do seem to accuse other posts that are not rants or not in disguise as being rants in disguise.
For example, on this question, the OP commented referring to the question as a "near-rant" an an explanation, in reply to a request for specific information, while not giving that information. It still stayed open for a very long time.

Is the issue that there is a meta post that can be read as smiling on such deletions?
I ask because the deletion is obviously wrong. To me, there is the practical issue that it's better to improve the post and address people's concerns about it at the same time as (or shortly before) undeleting it. Beyond that, I don't think it's really a difficult situation.
One of the difficult things is that even when upvoted meta posts are obviously flawed--even to the point of being incoherent, as sometimes happens--they're still a better gauge of the community's position on issues than most other metrics, so they can't very much shouldn't just be disregarded.

Yeah, I haven't found anything about the fully general issue of answers tested on other OSes. A lot of answers are deleted because they only apply to Windows. Deleting an answer because it is only tested on Windows is very different.
Since this particular question is about application behavior, which one shouldn't expect to be different (though of course it could be, which is why we have voting, and to a lesser but still significant extent, commenting and editing), the reasoning in this meta post does not seem to support deletion. But it's ambiguous if that applies.
One of the difficulties with that post (I don't mean the problems, I mean the difficulties in interpreting and applying it) is that its own example is not something that works on all distros!
I mean, it would also be a terrible answer. The example, I mean. When answering a question that asks how to copy a file, one should not recommend performing an action as root. But even if it did have to be done as root, not all GNU/Linux systems have sudo installed by default or recommend its use; of those that do, not all have it configured to work in the default configuration.
In this case, the issue seems to have to do with how the CSV file is exported in Excel. Most likely, Excel was run in an OS that Excel supports (rather than via Wine), which is not Ubuntu or any GNU/Linux system. Most likely, the CSV was exported with the intention that it be usable across multiple systems.

So both the question and the deleted answer appear to involve the use of a non-Ubuntu system, though the question is likely on-topic because the problem is experienced in Thunderbird on Ubuntu. The question has not been closed and there is no current effort to do so. It is imaginable that Thunderbird on Ubuntu has an easier time with less compatible CSV spreadsheets exported from Excel than Thunderbird on Windows has. But this does not seem likely.
So the commented reasoning for deleting the post does not make sense given the situation, which is why I say the closure should be considered a mistake. I don't think I can say anything definitive beyond that.
Regarding the broader issue, we have enough support on meta for the idea that posts cited to other distros should be flagged to support the idea that some flags on such posts should be actioned some of the time; thus they should likely be marked helpful much of the time, even if not actioned.
The meta post draws a distinction between simple and complex cases that is quite arbitrary, and supports it with an example that fails at a technical level. That I don't like the policy position doesn't make it right for me to say it should be ignored. But it's unclear to me which specific situations are the ones where it would actually support deleting a post.
I feel pretty good about saying this particular post isn't such a situation. But maybe the deletion was not intended to be based on that after all. One of my difficulties in approaching these issues is that I really disagree with the idea that any answer is ever on-topic or off-topic. But it seems this may be a position not many share.

it's not saying "I have this problem too" but "I had this problem too and I solved it like this"

@Zanna The 1st paragraph says he had the same problem and describes it. But that was by using an excel spread as the data source. 2nd paragraph says using .csv format solved it but OP is already doing that. Last line says to do what the comment says.

@Zanna I agree. You edit makes it an answer in my opinion as it says actually how to solve the problem instead of redirecting the reader and "make sure that CSV has exactly the text you want displayed" is important

@Zanna But I am unsure whether this still answers the question. Isn't what OP want is to find a way to make sure that CSV has the right text whenever he makes it instead of checking and correcting it manually every time. That defies the whole point of mail merge.

@SasukeUchiha well, there is, I agree, a hole in the answer, where it ought to explain how to correct the spreadsheet so that the csv exported from it comes out right
but since they are using Windows, their answer to that might be unreliable
but there is a hint, that the date should be a "text field"
in the spreadsheet
because the spreadsheet program should apply less formatting to text
in LibreOffice, one would select the cell, go to Format > Cells and select Text from the menu
