@pomsky Indeed. Even if the question is OT (though it isn't), there's no point of having a custom close reason. I believe the question is rather unclear since whatsapp.ubuntu.com is not a valid URL. May be OP meant web.whatsapp.com.
@pomsky Yes, closing a question that we would otherwise consider on-topic on the grounds that we consider it (or that somebody considers it) better to be asked somewhere else is a violation of nework-wide policy (the relevant part describes this with the phrase "push it off on some other site").
Unfortunately I'm going afk right now. Someone should probably comment about this and it's possible I'll get around to it eventually, but I don't know in how long.
I think there's also some stuff on our meta that touches on this. As for the issue of whether or not it is off-topic for some other reason, I'm not sure, though I don't see why it would be, and also I'm not convinced it's really accurate to say that the question is even asking about webapps. The OP's current workaround, which they don't like, uses a webapp.

are there any git repos with all the apt/ other commands (like bash scripts to install nodejs) on ubuntu ? a cheat sheet to install software devs ubuntu!
