@EliahKagan Here's that self -answer in the LQP queue. An edit review would probably be best but I haven't looked in detail to see how it is best handled. I don't want to delete it though.
I'm going to cancel stars on and replace that comment with an identical new one so it can be refeatured (as they do with their links comment in Charcoal).
This other self answer should probably be expanded too, even though it might not be considered NAA as written.

I think the comment and close vote on this question are reasonable, but, I think it would also be reasonable to interpret the question as asking how to install Sublime Text, and I can't seem to figure out how we are supposed to do that these days

@Zanna However one should install Sublime Text these days, I wouldn't expect it to work on 15.04.
Did there used to be a good procedure for installing Sublime Text and now there is not?
I've never used Sublime Text.
I'm not sure that comment is good. Ubuntu 15.04 is not an unsupported flavor of Ubuntu.
 
@Zanna IIRC Sublime 3 is available in official repositories.

I don't think the official APT repositories for Ubuntu would have Sublime Text.
But a number of proprietary programs, including programs that require payment (according their licenses) for continued, are available as snaps.
Sublime Text has its own APT repository though: sublimetext.com/docs/3/linux_repositories.html#apt

@EliahKagan I don't use snaps. They just increase boot up time.

By "official repositories" did you mean the APT repositories that the Sublime Text project officially provides?
 
I though Ubuntu's official repository have. But when I rechecked, I was unable to find.

...I just checked, though, and that procedure works fine on 14.04, suggesting it should work on 15.04.
Searching the web for "gpg: no valid OpenPGP data found" turns up various possibilities, in general (not specific to Sublime Text). They're getting the URL for the key right so the problem probably has to do with gpg. If it's not caused by a proxy or Internet connection then upgrading may solve it, I guess, but there are other approaches.

I believe this can be done.
With the minimal or old alternate CD, I think there may be a way to do it from within the installer.
 
now I've reviewed 20 close votes so I can't vote to leave the question open, but I'll try to remember to do that tomorrow if it's still in the queue
 
With Ubiquity, it copies over the live environment and then fixes it up (for example, uninstalling some packages like Ubiquity itself). So I expect that uninstalling the applications one doesn't want before running Ubiquity would result in an installed system without those packages installed.

I don't think this question should be closed. The OP found a workaround, but can still produce the problem. More answers might still help others.
