@EliahKagan I think that can be deleted. Since OP deleted their account therefore it's unlikely to get clear.
 
I think that this question, although highly voted and with three answers, isn't about Ubuntu, or Linux in general. Yes, in Linux not all files need to have an extension, but, as one can tell from the screenshot, the OP uses Windows and the most probable reason that they don't see the files extensions is that they haven't disabled the Windows option for hiding extensions for known file types.
My reasoning for this is that the circled files (e.g COPYING, CREDITS, FAQ, README) usually have a .txt, .log or .md extension, which isn't shown in Windows if the aboveentioned option is not disabled.

@Kulfy Yes. I can't vote to delete it, though. In the first 48 hours after closure, 20k deletion requires that a question have score -3 or below. In another ~1 day, it will be 20k deletable.
