I think it does not currently make sense to reopen this question because there's no indication that the problem persisted after the updates that accompanied the official 19.10 release were installed (if they were ever installed), and because it looks like a bug report anyway and would likely have been closed even if it had never been about Ubuntu+1.
I've commented to ask the OP to provide more information and also to warn them about how it might not be considered on-topic even if they do edit it. I think it should currently be left closed.

In this question, I think the OP is referring to total data transfer (like, in the sense that would be relevant to usinga metered connection, like most cellular data plans). But I still think it's currently unclear.

Do we have a general question for troubleshooting sudo? (As far as I can tell, the issue there is not really related to QEMU, but I kept the tag for it just in case I'm missing something.)

Until edited, this question is still off-topic for the same Ubuntu+1 reason as before. It may also OT bug now (which is the same close reason in our system) but I don't want to assume that until information is provided. But the unclear reason also currently applies, in that the question at minimum needs to be edited to indicate if the problem even exists anymore. I've commented to explain the situation as I understand it and I've voted to close.
I think we have a lot of situations like this. I see two related misconceptions at play. (a) People sometimes wrongly assume that all Ubuntu+1 questions are off-topic until the last moment, which is not the case.
And (b) people sometimes wrongly assume that questions that were closed as OT, partly or entirely because they were asked when the releases was Ubuntu+1, are automatically eligible for reopening when the release comes out, even without clarification about whether or not the problem even applies to the released version, which is extremely not the case.
