At Stack Overflow close voting is quite civilized. They've refined the algorithm to the point where unworthy questions are precisely targetted without too many annoying false positives. At Super User there is one moderator that is very aggressive about closing low quality questions with his mod hammer. He's a very good mod and he has a group of loyal reopen reviewer supporters. You have to be a genius to be good at that sort of thing because you can't make mistakes ever.
