@ArturMeinild I meant to add that while it's okay to have a few declined flags, and also mods make mistakes (making mistakes is a specialty of mine), I agree with @BeastOfCaerbannog that mods should be careful to avoid wrongly declining flags, because a flag can't be undeclined (whereas a post can be undeleted, a question reopened, etc)
