If you feel like something specific really needs to be added after someone else has addressed the main issue then go ahead, but please write a direct comment, don't use a canned one.
Consider a situation where the problem is caused because of network connection, like some specific repos failed to fetch. Will it be counted as Off-topic?
Actually I'm referring to this question. It looks like problem is because of network issues.
the OP posted an answer saying what the problem was - the cable wasn't in properly. They posted a comment which you can (hopefully) see there with the same info
@Kulfy This is a question which I think would benefit from answering even if it's a problem with OP's connection or the local mirror or whatever

@Kulfy yes, great example. This type of question is indeed often closed as off-topic > no-repro, but I think that should only be done where the problem goes away by itself and there is no reason to think that others will be helped by an answer saying something like "this problem is temporary / serverside / caused by [external thing]; try again in an hour and if it's still down try contacting [relevant person]"
@Kulfy that's not a generic programming question at first glance - seems to be about setting up the environment / packages etc, end user issue and on topic
But they haven't specified what they tried and where they failed. There are tons of tutorial for that. I've mentioned one in comment. I believe they are not interested in getting answer anymore since they logged in yesterday and haven't clarified.
