This type of question is indeed often closed as off-topic > no-repro, but I think that should only be done where the problem goes away by itself and there is no reason to think that others will be helped by an answer saying something like "this problem is temporary / serverside / caused by [external thing]; try again in an hour and if it's still down try contacting [relevant person]"

But they haven't specified what they tried and where they failed. There are tons of tutorial for that. I've mentioned one in comment. I believe they are not interested in getting answer anymore since they logged in yesterday and haven't clarified.

Yes. Connecting MySQL and Java are considered as programming IMO. Same procedure is followed on every platform whether it is Linux or Windows.
