High-bandwidth Digital Content Protection (HDCP) is a form of digital copy protection developed by Intel Corporation to prevent copying of digital audio and video content as it travels across connections. These connections include popular ones like DisplayPort (DP), Digital Visual Interface (DVI), and High-Definition Multimedia Interface (HDMI), as well as non-popular or now defunct connections like Gigabit Video Interface (GVIF), and Unified Display Interface (UDI). It is commonly, though incorrectly, referred to as High-definition Copyright Protection.

i think part of it has to do with tracking the number of users registered to each site - so each site asks each user that comes in to say "yes, i'm going to participate in this site"
instead of just having everyone who's ever signed up for any site automatically be counted on every other site
i'm not sure the current method is the best way to do it, but i think that's where the thought comes from
@KyleCronin yeah, it's confusing, especially on non-tech sites where the eventual goal is to attract users that didn't necessarily come from stack overflow
