why function -> (arg1, arg2) body?
why not function(arg1, arg2) -> body?
Also, shouldn't -> and => differentiate between whether they implicitly return a value or not?

they could but then theree would be no literal to delare a function with no args
with function(arg1, arg2) -> body that would require complex lookheads to parse
