Just my two cents: I think every new tag should be discussed on meta, and every removal of a tag should also be discussed. That way no one can say you're being capricious. I have made already two posts about tags on meta today. So I will ask about this some other time.
I have noticed that is used for the notion of quotient space in topology, in linear algebra (vector spaces), functional analysis (normed spaces). The question is whether this is how we want to use this tag.
As the topology is the topic closest to my interests, I assumed by the name of this tag that it is about quotient spaces in general topology.
But probably it makes sense to use this tag in combination with other tags.
