Your comment made me curious - but I did not want to respond in the comments under that question, since this is completely unrelated to the question at hand. So this seemed like a better place to ask.
I was curious what you meant by "unfortunate effects" when you're mentioning retagging.

@MartinSleziak I was mainly thinking of occasions when people have gone about retagging on a significant scale and have therefore projected hosts of old questions into the active queue pushing new questions down the list.
 
I don't think that is actually specific to retagging - any edits does the same.
I have actually put some bounties on these posts in the past, to remind the issue: Could we have the ability to mark a change as minor in questions or answers? and Allow non-bumping minor edits, but review them on /review But I think it isn't really that likely that Stack Exchange is going to implement such thing.
Also, I don't thing that older question should be considered, in a sense, as "lower class citizens". If there are some improvements, they should be done. And also they deserve to get some attention.
@MarkBennet In any case, I certainly agree that bumping many questions at the same time should be avoided, as recommended on meta: How much bumping is too much?
In fact I remember that I used to check how many old posts were bumped recently when I was about to do some retagging. Maybe I should get back to that habit again.

@MartinSleziak I'm not sure, but if it bumps current questions so they don't get seen or considered that is unhelpful. On the other hand the long-term benefit of having good tags is positive. Might it be possible to declare a "site maintenance" day every so often - maybe out of term time and away from end of year revision - people could still ask questions but would be notified they might get less attention. And improving the tags on questions would be encouraged ... ?

@MarkBennet I have seen such suggestions in chat, but I doubt something like that is really feasible.

They must make one day in 3 months an "edit day", where we could edit all we like. =)
As I said, to me the option to make non-bumping minor edits seemed like a better solution. (After all, such suggestion gained some support on various meta sites.)
Still, if people follow the rules and do not bump too many posts at the same time, there isn't really a problem.
After all, there are many various reasons why some questions do not get seen. Number of views depend on the time of posting, for example.
