This seems to be regular things recently - and (probably a typo) created by user122424, removed by Asaf Karagila.
I do not see older occurrences of pcf or pcf-theory.

Perhaps it would be worth to make a post about these tags in the tag management thread‌​. Probably just a short post with a proposal to create tags and explaining that they are potentially useful would be ok - asking for the feedback from other users at the same time.
@ArnaudD. Since we talked about this here in chat before, I'll ask whether you would be willing to make a post on meta about this.
Possibly it would more logical if user122424 - who seem to be rather prolific tag creator - made a post on meta. But since this user doesn't seem to have much experience on meta, perhaps this time it might be better if somebody else asks about it.

No problem, I don't think that it is something that has to be done right away.
In fact, with holidays coming people will probably spend less time on the site - so if it posted a bit later when the traffic increases again, it's more likely that the post gains some attention.
