I think Casebash means that chat for specific *.SX sites should be disabled until the number of users for that site reaches "critical mass". Though it is slightly unclear to me whether that would actually help.

@J.M. you just needed 150 rep to vote... the lower the bar, the more likely you're counting in people that don't really care or know
I cared about having at least one diamond that didn't come from MO for example :P
