what declension is Carolo XVI Gustavo here (ablativ, dative?) and why?

I see a translation, possibly:

By our lord most forgiving
By bidding the directive of the upstanding body of scientists

Performing the duty of my position...
My interpretation of this is that it's Ablative like the other bits of the sentence, since it's unlikely to be sent to a random person name Gustav, nor would it be for Gustav's benefit; it would be for the benefit of the reciever of the certification.
