Those are logically equivalent, yes. That's called the contrapositive.
 
Uhm i think i am confusing that with theorems. Can I apply that to theorems? Its seems I can't but i dont see why.

@Thorgott But it is true, each $\chi_i$ is closed (since it's a continuous map from a compact space to a Hausdorff space)
And the induced map on the quotient spaces is closed too (since we're identifying a closed subspaces in each case)

Last time I looked, there was a shortage of canned cat food. The person at Pet Smart said it was the manufacturers and not supply chain issues.

That's a long time. It really is a beautiful theorem. Yesterday one of my advisors was essentially trying to tell me how Donaldson-Uhlenbeck-Yau is essentially an infinite dimensional version of Kempf-Ness
I mean it is a good guess once you start looking at some examples where how GIT identifies certain orbits is the same as how the Marsden-Weinstein quotient identifies certain orbits.
