Animal Crossing New Horizons is getting DLC

looks like they are adding content/features from older Animal Crossing games into New Horizons as Free DLC while also providing new content via a $15 (i assume USD) DLC Package

So yesterday I flew through ORD and pulled up the chart and learned about this being a thing:

I was reading What information does a pilot have about aircraft operating on an intersecting runway? and noticed this on the map: (airnav.com) Why is a "penalty box" marked on the map? What is it? What is it used for?
