From observation, close made questions go down by 2, answers go down by 1, and raises quality by 2

Quality > Users.

Whereas downvote lowers users a bit and raises quality

The whole "We can't define what's off-topic by whether or not its answers are a lifehack or conventional" thing was raised on meta on day 1 and has never had a satisfactory solution

The closest to being addressed was when Shog said "Don't even worry about that yet, fix other problems first"

Seriously, you have a site where giving the correct (and sometimes really obvious) answer will be downvoted.

It goes against everything StackExchange represents.

Really the only reason it still exists is because it has staff backing it.
