Q: Destiny Engram Chance

So I have my first character, a level 15 hunter and I have only got around 3 engrams over the whole game experience. Now I was wondering if higher levels (ex: level 20) would yield a higher chance of receiving an engram or I am just completely unlucky and I need more time to farm/kill enemies.

Q: Creating a minecart spawner that had blocks riding them

I know how in 1.7 you can summon a minecart that has a block "riding" it, as in you can change the block's height above it, what block it is, etc. I also know how to make a minecart spawner. How can i combine the two in order to create a minecart spawner with a block riding on the spawned carts...

Let's be clear here, the Raptors are the worst first place team in the NBA, and are in a division where they are the only team above .500

They play in a division with the Philadelphia 76ers (15 and 52), and the Knicks (14 and 53).

So they get to play 8 games against two of the (literally, historically, measurably, non-hyperbolically) worst NBA teams of all time.
