I've always understood ITG questions to be "I saw/heard/experienced X artifact in a context that suggests it comes from a game. Which game is it?" as opposed to "I have X artifact which may or may not be from a game, what's the source?"

Honestly I'm in favor of banning identification questions outright, I don't think they really add a whole lot to the site. I think that might be an unpopular opinion though

No I don't, I'm pretty sure moderation is based on a set of rules and basing decisions off those rules
If moderation became a case-by-case basis sort of deal I don't think SE would exist the way it does today
"Up to moderator discretion" has never been the way the site's principles run on
 
The site is community moderated, and a meta post about clarification of the rules, while perhaps not "official", is often a good guideline on how the general community feels about said rule.
 
In any case, it seems likely that your question will remain open at this rate, we'll see how it does in the queue, but it is only at 2 votes right now.
 
The post that Frank linked seems like most of the community believes that in cases like a sound file, there needs to be reasonable evidence that it does in fact come from a game.

growing up my mom would just make a big pot of sausage gravy and serve it over homemade biscuits. still one of my favorite meals
 
at sea base we'd have biscuits and gravy pretty regularly (maybe weekly)
 
these kinds of biscuits, not the weird british ones
 
broke up the monotony of camp grade eggs, some kind of potato, some kind of meat
though camp grade eggs can be salvaged pretty well with salsa and some green cholula
completely inedible otherwise especially if you're staff and get it every day all season

Mundo actually puts out a lot of damage early with Q and E.
The tankiness comes later after you get Spirit Visage and his ult.
He has very little CC so you play him more like a bruiser.

Plus, his E has a passive that increases magic resistance whenever he loses health.

Nunu is the best of both worlds with regards to ganking and objective control.

His Q is really useful for objective control because it does so much damage to monsters and it heals you.
Nunu, Warwick, and Shyvana are the champions that I'm willing to solo early dragons with.

Getting turret plates for your laners is big, that's free money.

Huh. According to this site, my early-game jungling is stronger than most players of my Elo/MMR/rank on average (more ganks, more objectives) but my late-game falls off hard (damage/min, etc.)

Kindred is really dependent on her marks. Her effectiveness is solely determined by how early she can reach 4 marks for the initial range increase.

The first jungle mark is always one of the scuttles.
Problem is, there's two of them and you don't know which one will be marked.
So every game of Kindred begins with a 50/50 coin flip: are you pathing towards the scuttle that will be marked or not?
If you are, then the rest of the game becomes easier because you already have one mark under your belt.
If you aren't, well that kinda sucks because the enemy jungler is going to beeline to the marked scuttle and you're going to have fight over it.
 
kindred always requires a team that pays attention, or an enemy team that doesnt
 
The 4 mark range bonus is big. Outputting damage and kiting becomes so much easier.
 
speaking of is there anything from the "you steal from us we steal from you" line that plays when you kill a kindred marked camp
 
Games where you get your 4 marks early vs. games where you get your 4 marks late are a world of difference. Night and day, really.
