I downloaded Minecraft and downloaded 2 resource packs. When I went to the .minecraft folder, there was no \resourcepacks folder. Is this a bug, or because I'm running Windows 8, or what?

I have this awesome awesome service through my local library that lets me download music from Sony-affiliated recording studios for free, 3 songs a week. And they just added music streaming, 3 hours a week, ad-free, for free :D
