It doesn't define them as criminal or anything.
What prop 1 does is tighten the definition of any sort of romantic/legal relationship so that the only legally recognized relationship is marriage. All others may as well not exist.

Obviously some places have extra aptitude tests or whatnot; there's the UKCAT/BMAT for medical school and I had to do a maths aptitude test before getting an interview at Oxford.
