You might opt to include both EN and JP audio, but text? Rarely, I can't think of any localization that particularly does that.

For any localization that is not an enhancement/remix of the original, the only major change is the text to the target language. Buying such a localization only to turn off that feature means you didn't need the localization at all.

Q: Is it normal to be underleveled in NG+?

In New Game Plus, the Hossean Wastes are rated levels 63-64. When you're done with that you can do the dungeon, the Forsaken Vaults, rated levels 64-66. I've just completed this area and I'm level 66 myself, without having skipped any (obvious) sidequest. Things seem going just as pllanned, right...

It's easy to see which facilities you can build when you have a space clear in your base - you simply click that space. But if I have no spaces free (or am waiting for spaces to be cleared out), how can I see which buildings I have available to build (and their costs etc) at that instant in time?
