The graph is showing that at the constant revs needed to go at 50kmh, you will need a specific air flow to get the torque required. This air flow will give a specific air pressure in the inlet manifold, and hence a specific efficiency. Cruising at 50kmh on the same incline cannot produce different intake pressures. The graph is showing how if you change the load on the engine, the pressure will change due to the change in air intake and hence a change in efficiency. — HandyHowie 1 hour ago

If we look at the graph on Wikipedia this corresponds to a higher fuel consumption for any given RPM
I agree with that you cannot have different pressures for the same load on the same engine, so something has to change since both load and RPM are fixed.
To me, the load deficit is made up by opening the throttle plate more on the setup with the more restrictive intake.
The mental picture I have so far is of two otherwise-identical motorcycles, both traveling at 50 km/h, engines idling at the same RPM, but one with the throttle plate more open than the other
In my mind that should translates to a difference in volumetric efficiency between the two engines, where the engine with the more open throttle plate has to have a higher volumetric efficiency. This is where the increase in fuel consumption comes from.
The throttle butterfly valve is just restricting air. If you just add another restriction,it is just the same as not allowing the butterfly valve to not open fully. Or am I missing something? — HandyHowie 3 hours ago
 
@HandyHowie I didn't refer to throttle plate anywhere in my answer, so I guess this was in reference to my comment on the question. I wanted the OP to clarify how they were planning to restrict the intake because if they limit top speed electronically then they don't affect the performance characteristics of the engine in the same way. It's just an electronic nanny that will intervene when the specified limit has been reached
"If the EFI fuel management is already well tuned to begin with, I would expect to see a small loss in fuel economy after restricting air intake." - The fuel mapping will be read based on air flow detected either by the MAF or MAP sensors. @IanC The water is only cold in Rhode Island if you're a big baby. ;-) Seriously, though, I'll be running a test down by the waterfront in December and I plan to bundle the hell up.

@Zaid The graph is showing the efficiency of a single engine based on load and revs, that is all as far as I can see. If you can drive the engine with the optimum load and revs, you will get optimum fuel efficiency. Adjusting the throttle position will increase/decrease load and eventually revs.
@Zaid The original question was only about adding an additional air restriction which would be just the same as closing the throttle a little, so limiting max throttle. In all cases the ECU would read the current air flow and adjust fuel accordingly, not making it rich.

@BobCross I'd probably be called a big baby there, I feel cold surfing the winters here which are not at all close to winters there, probably because I'm a bit skinny, not much natural body heat isolant haha
@BobCross I really appreciate seeing some good restoration, specially considering how our current culture makes people think of things as disposable
I wish I had lots of tools, there wouldn't be a week without a garage project haha
It kinda inspires even more to make plans and working in the car

@IanC surfing the west coast of Orkney in the winter (at 59deg North) was always fun, as the water is warm there due to the North Atlantic Drift part of the Gulf Stream hitting us. Can surf even while it's snowing
