The waiter lives off tips, if you have a 80 dollar meal that's not just some cheap dinner at some greasy diner. In fact, 20% would probably be expected
 
To balance the question , i'll add that a friend of mine had people moving furniture to his house, they were sweating and hard working so he gave them a seemingly fat tip only to receive a similar response of "sir, there are 3 of us, could you give some more?" to which he replied "sure, just give me back this tip and i'll give you more" and then he gave nothing .
