@orthocresol I agree, these are the rules as written. However, I am not sure that this is really what is intended for single rings with double bonds.
I don’t find a clear example for or against simple cases like cyclohex-6-ene-1,2,4-triol or cyclohex-(1)6-ene-1,2,4-triol in the Blue Book.
Every structure drawing program that I have checked names this example as cyclohex-6-ene-1,2,4-triol, which shouldn’t be allowed according to the rule that you have found.
However, the rule P-31.1.4.2 that you have found is for bi- and polycyclic von Baeyer parent hydrides and not for simple monocyclic structures.
The clear example shown in the blue book (4-azabicyclo[8.5 .1 ]hexadec-1 (15)-ene) is such a bicyclic structure.

Hmmmm, interesting.... I’ll have a look again when I can. I must admit sometimes I can’t keep track of which part of the blue book I am in.
