So it's not really a way for the users to send a message, but for mods

Most questions of such type (targeting a specific user) that I've seen are generally edited to redact the user's name, and/or make it more generic, for example: "What can I do if I feel targeted by a specific user?". IIRC Pritt's answer would have fit well.
