The first one is talking about an event that is under investigation and we won't know the results of that investigation for a while now. A good example of why this is important is some initial reports said he was injured by glass shards which turned out to be false and it was actually a bullet that injured him. On the other hand that second one is just verifying a photo and you don't need months of investigation to get the needed information to determine if the photo is real or not.
