My first suggestion would be to stop referring to them as your "subordinates". They are members of your team and you are the lead. That is different than a manager position in most places. Your job is to direct their efforts and lead the team. — Chad Nov 25 '13 at 16:40

The key to moderation is, well, moderation. If you can convince and encourage someone to improve their post, even if the improvements don't make it perfect, that's a win for you, a win for that someone, and a win for Workplace SE.

A lot of the time in teh low quality queue things pop up that you have already seen and commented on, but the only buttons are 'its fine' (which it isnt but youve already pointed out), 'needs deletion' (which doesnt feel right because they havent had a chance to respond) or skip, which doesnt feel right for the first reason, what do you think we should do in these situations?

Yeah, i've been using skip liberally

but it feels like a flaw in the system as it punishes those using the review queue, as skip gives no numbers (doesnt bother me but to some i can see it coming across as an incentive to vote to delete anyway)

Some things I look at and see where, even if it's not perfect or all that great, it could still be improved.

Me commenting on it doesn't necessarily imply I plan to do anything about it... maybe I need to include that in the comments more. I do sometimes specify the difference between a "suggestion" and "hey, this really needs to be fixed otherwise it might have to go away."

I'd love to see more cases where people can see what it is the person intended to say or do and if they're a subject matter expert, just go grab a quick citation from somewhere....

So perhaps an extra thing the post notice review queue should do is remove posts from the other queues for X number of hours....
