You can make a difference

Given that SE team does not seem to be interested to address this issue, it looks appropriate to point out that there is a way for concerned users to put their own effort into addressing this issue.

For this, take into account that hot questions listed at sidebar are indeed picked from a larger source list, link to which is provided in sidebar list header. This larger list contains 100 questions that are spread fairly evenly across different sites - in other words, there is no over/under-representation there.
(plan to revise the answer next week to add more detailed rules of the game, stay tuned)

@Chad I figured what's wrong about hour delay, it's just harder to implement technically. It would require a dedicated per-user event and timer. As opposed to that, daily delay could simply use existing event, same that flips "Member" field in profile from "Today" to "1 day"

@Chad Eh, personally I don't care if that question remains closed, although I tried to write it from the perspective of an employee asking if it was unprofessional to give permission to a headhunter to visit them at their workplace
not asking us to determine the professionalism of the headhunters actions, but their own
