@Manik ouch! arbitrary promotion time restrictions like that are, frankly, a really stupid way of doing that sort of thing. It's a cliche but I think this sounds like the exact situation where I'd be quietly polishing the CV up and getting it out there. See if you can find someone who will employ you at a level based on your skills rather than time served
