how to change DPI?
 
You don't need to change DPI. That's only relevant if you've scanned the document using a flatbed scanner.
 
If I use a phone how do I adjust the quality of the image to cater to the eligibility?
 
If you're not going to resize it on a laptop or computer, then you can search for "image resizer" in the relevant app store and download and app that will resize the picture.
