Q: How to enforce a Ban on Vegetarianism

You realise that tofu is made from soybeans? Are all soy products banned? If not, why single out tofu?
 
What of those with allergies to dairy & eggs?
 
This makes me wonder, what would count? I enjoy meat about as much as the next guy, but sometimes I'm in the mood for some dish that doesn't have any. If I went to a restaurant and ordered pasta with tomato sauce and a salad, would that be considered suspicious, or possibly even illegal, even if I was probably going to have a steak tomorrow?
 
"Having chemical sensors in restaurants which can smell even the lowest concentrations of tofu?" -- note that actual contraband drugs are contraband drugs, and we don't have chemical sensors in nightclubs that can smell low concentrations of those. So depending how closely you want to draw the analogy in this respect between your world and the real world, that might be overkill even for something considered seriously illegal. OTOH we do have chemical sniffers at airport security, for explosives. And we have dogs trained for drugs, we just don't fill the streets with them.
 
I'm very confused by the last one - making tofu contraband. You mentioned in a comment that The consumption of vegetables is NOT banned... "vegetarianism" means intentional abstaination from meat for more than 3 dasy. So I can, every day, eat bacon & eggs for breakfast, a garden salad for lunch, and a meat trio pizza for dinner, and be considered an upstanding citizen. But my next-door neighbor would be put to death for a single salmon & tofu casserole?

You cannot "forbid vegetarianism", since the only distinguishing feature of it is the inward conviction (otherwise all vegetarians are just people who happen to have not eaten meat today). What you are trying to do is enforce a minimum meat consumption quota. This can be done directly (ie. require people to show proof of adequate meat consumption) or indirectly (check fridges/purchases, and assume that if they're buying the meat they'll probably eat it). You might be better off rephrasing your question accordingly ("how to implement a meat consumption quota").
By the way, meat is expensive. What are you gonna do about people who claim they just couldn't afford steak, or weren't feeling like eating steak that day, or went to the supermarket and could only find bottom of the barrel prison meat so decided to just cook pasta?

Why Western cuisine seems to think that Tofu is a "meat substitute" is beyond me. That is like using a sheet of paper as artificial sweetener, "because they are both made of carbs".

Note: There are folks who literally do not have the enzymes to metabolize red meat. I know someone who can be made physically ill by lard in a cookie -- and there have been enough inadvertent blind tests to prove this isn't psychological. Depending on how you define "meat", this may be a complication. On the other hand, given the presumed majority mindset, these folks may just be vilified as presumed vegetarians, since this can be an acquired deficiency. The body is efficient/lazy, and if you're a vegetarian long enough it may stop producing these enzymes, just as it stops producing lactase if
 
Is tofu mixed with meat ok? Also does fasting for 3 days count as vegetarianism even if otherwise the person is a certified carnivore? What's the minimum meat intake per 3 days? Am I covered by eating 1 slice of salami? how about Soylent Green?

@Aron As a western vegitarian who only ever eats tofu when ordering chinese food, I would guess this is an ignorant misconception of non-vegitarians.
What's to stop the vegitarians leaving your country and founding their own civilisation?
 
First off, I too want to know why you want to mandate this (and with all the sympathy in the world, as I find vegetarians to be insufferably pretentious), but better yet I wonder about what has got to be your follow up: Given public meat-fests and smart toilets with enzyme tests, how does your subversive sneak tofu into his diet undetected, NAY! how does he sneak tofu into the ruling party's own food supply? Since tofu is notoriously adaptable as an ingredient, it could be in the meatball, or the sauce, or the pasta! You'll never know until it's too late!
 
"Tuff like Tofu, Quorn and other things that can make vegetarianism more popular..." I think this is a basic misunderstanding. meat substitute products are not created to make vegetarianism more popular, they are created in response to the demand because vegetarianism becomes more popular.
