@ryan yeah, I am sad with it, still pursuit goes wrong way. Mine previous answer resolves this follow up question as well. It is futile. I have flagged it as unclear.
I wouldn't call it semi-solver, and NPH or NPC instance is magic on its own.

It seems they are asking questions with only a half-baked idea of what these concepts actually are. It's clearly not a reduction, I've recommended him a list of concepts to review.

@ryan I wrote an answer then realized it was nonsense and had the same flaw as my previous attempt at an answer. It was defeated by the very same counterexample you showed me in my prior attempt -- how embarrassing! Sorry you can't see it, but you're not missing out on anything useful...
