Right, you can unfreeze both on chat.meta.stackexchange.com and on chat.stackexchange.com, IIRC.

For each chat server, a mod from the corresponding site is needed, right?

On chat.stackexchange.com - mod from any Stack Exchange site. On chat.meta.stackexchange.com only the Meta Stack Exchange mods. And on chat.stackoverflow.com only the Stack Overflow mods.
