@MassimoOrtolano Surely that depends on how far outside one's expertise the paper is. I've declined reviews for papers in my general area, studying specific problems I wasn't familiar with, using specific methods I wasn't familiar with, where I knew just about enough to recommend reviewers who had applied similar methods to other problems.
