Is "its" ambiguous?
This seems like a proofreading question (or opinionated) - I can't post it in the main site.
I have a question. I wrote this: "One way to assess the EI program’s effectiveness or the impact of past reforms is to examine its coverage over time." One friend objected to it stating that the use of "its" is ambiguous. Here "its" = the EI program.

Well, it can't refer to past reforms, because that's plural. If it's ambiguous, I suppose it would have to refer to the impact of past reforms. I'm not sure what its coverage would mean in that case, though.
