Q: I am getting harassed on code golf stackexchange who should I report it to?

Doctor RealityA user on this platform @xnor is harassing me. Who should I report him to? He is closing all of my posts every time and getting his friends to downvote my posts and trash talk me every time I post. Where do I report his harassment to?

By "optimal" I mean there currently isn't an answer that golfs the sample solution.

CGCC posts seem to follow the pattern: A negatively-voted post, a one-digit voted post, a 10<x<19 voted post, and a >20 voted post.
Some people are fortunate enough to post just at the right time to get a lot of upvotes; others, not as fortunate.
