Maybe this is worth making a note about in the mod notes for the user (that's a thing, right?)? It sounds like they'd do it again.
In fact, both their other non-deleted questions really seem like the type of the thing that would be given at a programming competition

IMO it's not really our place to judge whether someone is trying to cheat on homework or a challenge or whatever. We have to be objective and determine whether content is acceptable by our rules and standards.
Given a string, replace all left-double-quotes into two backticks and all right-double-quotes into two single-quotes.
