@Riker Implemented in a procedural sense, not a mechanical sense. It's currently implemented that we have a designer make a design and that gets added.

@Randal'Thor The "fancy" custom themes have cost in terms of design resources and fragility. On the design side, we haven't been able to support custom themes for a long time. So, few sites have them. The goal here is to create a more flexible and sustainable system. The cost is that the few sites with beautiful themes will have to change. The upside is that the majority of sites with a stock theme will get an improvement. And, the overall SE Network will be less fragile and be able to absorb new features and updates better.
