hm, not yet. I think for KotHs it's not really necessary if the KotH is designed such that you can participate while only paying attention to a subset of the rules (e.g. if you provide 5 RPG-style "classes" for variety and complexity but whoever participates really only needs to know one of them). for code challenges, it's a more difficult question... I wouldn't mix two challenges in one post.
whether they're duplicates or not depends on how much of a difference the harder version actually makes.
remember that series of posts with the envelopes?
that's a good case of posting separate closely related challenges that gradually get more difficult.

unfortunately, the more difficult KoTH has role changes
 
I don't really have a sufficiently well-formed opinion in general to write an answer at the moment though
 
which means that the submission should be able to handle multiple roles (instead of the simpler one-role submission)
The difference between my code-challenge and the envelopes challenge is that neither of them were competitive in the other envelope challenge
submissions on the first challenge would do terrible on the second challenge
and submissions on the second challenge simply wouldn't work on the first
 
@NathanMerrill for KotHs I'd be more worried whether there would be sufficient interest in the second part
