For the other one, I don't understand it on a first reading (I seem to possibly have the opposite interpretation to what was intended) so some rewording or explanation may be worthwhile.

My problem with deleting -1 posts in the sandbox is that posts often don't attract even a single upvote until they have had work to improve them, so they could have potential but receive a random downvote.
On the other hand, the sandbox isn't intended as a repository of potential, so we could just delete all posts not edited in the last n months
