It was difficult to predict what would be an appropriate accuracy without knowing what different approaches would be used, so I just had to settle on something. Since everyone will be working with the same requirement it seems fair to me.

Furthermore, the registration is never restricted. Domain abuse is only disputable by a claim made by another party after the fact.
