if I think it's a good question and it has some flaw that needs to be addressed I'm even more motivated to close it before it gets answers that exploit loopholes or are based on assumptions that haven't been given in the spec.

@quartata Wait, sorry. I accidentally changed the wrong number literal in the code so we were still only looking at the first 500 decimal places. I've fixed it now. It turns out that 102 does, in fact, appear within the first 3000 decimal places. But 103 still doesn't.
And by 10k decimal places, every possible 3-digit string does, in fact, appear.
