in general hardcoding input is frowned upon, except in cases where the language doesn't actually have any way to do input

that's like, the vast majority of answers on this site tbh
if you're not using pyth or cjam you might as well forfeit the competition for a lot of challenges, but the fun isn't just "try your hardest to win" you know?

i think i've seen a little bit of applescript on this site but it was for a problem where capitals mattered for some reason? i don't remember specifics but iirc applescript is case sensitive so it did well

Keep in mind that these sorts of challenges are generally restricted to a few languages.

I happen to know that since sharps are comments in a lot of languages this could probably be done in a fair amount of languages.
 
Just by design. That can be a good thing, but it generally discourages hard golfing and encourages use of new languages.

Yes.
I strongly discourage forbidding any language in a challenge. If someone wants to post a trivial solution, good for them, that's boring and they can get downvoted. But it's better than not permitting the language to begin with.
