The US spans a number of time zones. Here in California, that would be 8 AM. In New York, it would be 11 AM.

Why is that when I wish that users would reveal their national origin in their profile or username, they don’t, and when I wish they wouldn’t, they do?

1. You can edit tag wikis without being subject to review.
 
It means you can delete answers; edit tag wikis without approval etc.
 
2. If you create a brand new tag wiki, you become its owner and have a binding vote on others’ edit suggestions to it.
3. You can vote to delete anything closed whose score is –3 or below without waiting a few days.
 
So, how long should the event last?

I think the number one factor is Hot Network Questions.
 
Careful answers usually need more time to write, so they're unlikely to become HNQs, IMHO.

It's true that a question is more likely to become a HNQ if you answer soon after it's posted.
 
Another way to look at it is my answers are not good.
I still think we graduated too soon.
Don't know when the privilege bar will be raised.

@StoneyB I don't think it could be characterised as a critique of test-writing in general. It's very specifically levelled at SAT - no other exam. And more importantly, it seems to me, language learners here could mistake it for a language learning exam. It's actually aimed at native-speakers ...
@StoneyB ... There is no testing of whether you have a native-speaker ability here. It's about convention and style. And people doing it do need to understand what it's about. Half of the rules are shibboleths. Split infinitives, other such ridiculosities. Not good, imo. But that's the education system there is in this part of the world so, ....
