No, questions on the Physical Fitness site are not within the scope of Biology. Every Stack Exchange site has an expert audience. The expert audience for the FItness site is professional trainers and nutritionists. The questions there are about those disciplines. These are known, respected professions. Biology's expert audience is scientists studying the field of Biology. This "Mind" proposal has no expert audience. It is an overlap with the Cognitive Sciences site which is currently in beta. — Josh 2 mins ago

I had missed his connection to his 'code golf' statement in the answer, but I had no idea what he was saying with "power user", I guess Super User, but that has a far different scope than SO, no matter what the initial intentions were.
Anyway, I've got to get running, but we'll see if he comes back with anything

@Jeff It's about moving into graduation; if a site has too few 3k rep users it'll suddenly be unable to community moderate after graduation
