This morning Mma 12.3 has decided that an occasional FE crash is a fitting response to searching the Doc Center.
@Szabolcs It evaluates to a numeric vector if x < y, which is what is plotted, and to False if x >= y, which is not plotted. 
Block[{x = 0.3, y = 0.4},
 {x, y} && x < y // Trace

@MichaelE2 OK, I get it now. And[] simply drops True values.
