@LukasLang based on LinkSnooper output, it should work. You can use to force it:
FE`Evaluate@FEPrivate`Set[open, False]
Nevertheless, it seems that for nested EventHandlers the chain of actions goes to the kernel anyway so you won't gain much by using FE symbols.

Yellowstone National Park has long been known for its active geysers. These geysers are a surface indication of subterranean volcanic activity in the park. In fact, Yellowstone is actually the location of the Yellowstone Caldera, a supervolcano: a volcano with an exceptionally large magma reservoir. The park has had a history of many explosive eruptions [...]

More SO turbulence as it seems they fired two community managers (meta.stackexchange.com/questions/342031/thank-you-shog9?cb=1 and meta.stackexchange.com/questions/342079/…)

@user21 :) :)
Random thought of the day: Someday someone will ask why the differences here:
(Sqrt@N@#)^2 - # &@Range[2^52, 2^52 + 10] // MinMax    (* {-1., 0.} *)
(Sqrt@N@#)^2 - # &@Range[2^52, 2^52 + 100] // MinMax   (* {0., 1.} *)
(Sqrt /@ N@#)^2 - # &@Range[2^52, 2^52 + 100] // MinMax (* {-1., 0.} *)

Never mind, I found it under properties and relations.

I was just about to write the answer (from scratch rather than rtfm). But I still will because I'm not seeing that the manual states the definition of the whiskers. (But maybe it's there and I just missed it.)
ooops! Too late. You deleted the question. But here is the code.
SeedRandom[39]
x = RandomVariate[NormalDistribution[], 100];
{q1, q2, q3} = Quartiles[x];
lowerWhisker = Min[Select[x, # >= q1 - 1.5 InterquartileRange[x] &]]
upperWhisker = Max[Select[x, # <= q3 + 1.5 InterquartileRange[x] &]]
outliers = Select[x, # > upperWhisker || # < lowerWhisker &]

@JimB I'm sorry, did you lose the answer because of the delete? I undeleted it now ...

@Szabolcs Not a problem. @kglr gave a better answer anyway.
