@Joe I'm not sure, but you may be able to find relevant information on the SmokeDetector's wiki. For instance, here: Guidance for Blacklisting and Watching.

@TheAmplitwist: Thanks for the link. Unfortunately, the guidance seems a little opaque: "Each SmokeDetector instance maintains a very dynamic list of users which are 'blacklisted'. Users are added to the user blacklist when a post they created receives tpu feedback." I have no idea what "tpu" means.

@TheAmplitwist I went there, as well, (the Guidance), but found it opaque, like you did! ;). I think it does not necessitate immediate deletion, but rather, the feed gives us to take a close look at the given post, or "heads up".
 
@amWhy Yes, that's what I take away from it, too.

@amWhy If you click on the "MS" you can find the post which made them blacklisted. For arthur, it was this post, and you have to go into the revision history to see that at the post once read "????????????????????????????????????????????????????????????", which I guess was the trigger.

@user21820 All it took was anyone who can protect a question, to unprotect it. I just did). The comment you refer to was from a user who did not yet know about what protected question meant then in his first year on the site; it means only that users with less that 5 rep can't post an answer. I wish they renamed that action, so it does not conger images of "inevitability of not touching it".
 
@amWhy Oh actually I didn't really think about the 'protection'. It's just that this kind of undeletion is what makes the EOQS necessary, in my opinion. CC @TheSimpliFire
